Rebecca A. Fleming is a Partner at Turnbull, Nicholson & Sanders, P.A. and focuses her practice on all aspects of family law, including divorce, custody, child support, alimony, and post-judgment matters. She represents clients throughout Maryland and is known for her balanced, thoughtful approach to resolving complex family law disputes.

Rebecca is an experienced litigator who also prioritizes practical and efficient resolutions whenever possible. She understands the financial and emotional impact of prolonged litigation and works closely with clients to explore settlement options, including mediation and collaborative law. When resolution outside of court is not achievable, she is a skilled trial attorney prepared to advocate effectively on her clients’ behalf. She has also handled numerous appeals, both on behalf of clients who she represented at the trial level, and on behalf of clients were referred to her after their trial.

Rebecca earned her Bachelor of Arts, cum laude, from the State University of New York at Cortland and her Juris Doctor from the University of Maryland School of Law. She was admitted to the Maryland Bar in 2000.

In addition to her litigation practice, Rebecca has extensive training in alternative dispute resolution. She has completed the 40-Hour Civil Mediation Training, as well as child access and property settlement mediation training, and is qualified to serve as a court-appointed Best Interest Attorney representing children in custody matters, and a Parent Coordinator.

Rebecca is a respected leader in the legal community and is a Past President of the Baltimore County Bar Association, the Baltimore Carroll Chapter of the Women’s Bar Association and The Dissenter’s Law Club. She is a founding member of the Riveters Law Club. She is a member of the Maryland State Bar Foundation, the Baltimore County Bar Foundation, and the Harford County Bar Foundation. She has served on the Harford County Trial Courts Judicial Nominating Commission since 2015 and has served as its Chair since 2025. She has held numerous leadership roles within local and state bar organizations and is actively involved in professional education and community engagement.

Her professional achievements have been widely recognized. Rebecca was named a Maryland Super Lawyers Rising Star from 2011 to 2014 and has been selected as a Maryland Super Lawyer since 2015. She has also been included in the Top 100 Maryland Super Lawyers and Top 50 Women Maryland Super Lawyers lists since 2018. She was selected by The Daily Record for inclusion on their VIP List in 2015 and as a Leader in the Law in 2024.
